The Local and Global Dialectic: the Rising of Paradiplomacy

Abstract:

In the world-wide contemporary scene, the dialectic between objects that seem distinct or distant has intensified. It can be identified by the attempts to relate and to approach questions that under a single-dimensional vision seems the opposite and unique, the rising of a complexity net. The real approaches between environment and industrial production, enterprise activities and social responsibility actions, technology and sustainable development, local and global are examples of changes in the analysis of facts and consequences. Considering the internationalization of the most varied spheres with the globalization advent, local spheres were for some time seen as the opposite of global. The solidification of the State Nation concentrated the economic and political power, placing them as leading solo actors of international relations. However, a new movement is appearing with intensity under the idea that local is not the antithesis of global. The insertion of local actors, as cities, in the global scene have extended and this performance is being established under the denomination of Paradiplomacy. This phenomenon brings up the debate about the necessity of new theories to explain the complexity of the connections that exist between the two scopes as well as the understanding of the played roles.
